Well you really just have to build gnustep-make, but it's still a
catch-22 since gnustep-make looks for libxml, even though it doesn't use
it. Really all you need to do is install the file make/config.site in
$GNUSTEP_SYSTEM_ROOT/share, but it seems petty to have to distribute
another package just for that.

Look at the config.site file in the make package.
