GNUstep directory in userhome

I intend to use only gnustep-base on mingw32. Unfortunately gnustep creates
its user defaults in my home directory. It contains no necessary
information - and it won't ever.
I agree that it is necessary if using teh complete gnustep environment, but
I only want to use it as class library for my software.
Is it possible to include a switch to turn off this feature?
