Not fully.

Extensions also provides missing stuff for different library combos. Eg
you will probably need extensions if you compile a gstep based app in a
nx-nx combo or even gstep-base in an nx-gnu combo.

Extensions is/was partly intended to be a 'API unification library' for
Foundation and libobjc.
