Forgive me for spouting on a subject I know very little about, but
I seem to remember that there is a port of XFree86 (the X server)
to Cygwin + Windoze.  Wouldn't attempting to port GNUstep to
X on windoze rather than to the native APIs lower the bar somewhat?
