My Alt key is already defined like that .... Well, I have done it with 
KeyPrefs.app and saved it.
When run KeyPrefs a new, it doesn't display what I have saved just before.

I can say that, when I press "Alt" and then drag the control, it is the whole 
window that is moving !! :( and not the frame of the control !
