problem building gnustep-gui

I'm having trouble building gnustep-gui-0.7.0 and although I've seen
this problem mentioned in the mailing list archives, I've not seen a
solution.

When I invoke make I eventually get this error:

Making all for service example...
./shared_obj/ix86/linux-gnu/gnu-gnu-gnu/make_services: error while
loading shared libraries: libgnustep-base.so.1: cannot open shared
object file: No such fileor directory
make[2]: *** [example.service/Resources/Info-gnustep.plist] Error 1
make[1]: *** [example.all.service.variables] Error 2
make[1]: Leaving directory `/usr/src/gnustep-gui-0.7.0/Tools'
make: *** [internal-all] Error 2


My system:

Pentium III running Linux kernel 2.4.16
GCC 2.95.3
glibc 2.2.4

I have installed these packages:

libxml2-2.4.13.tar.gz
openssl-0.9.6c.tar.gz
ffcall-1.8c.tar.gz                                
libtiff (I don't have the version handy but matched the GNUstep
Install howto)

and from GNUstep:

gnustep-make-1.2.1.tar.gz                         
gnustep-objc-1.1.0.tar.gz                         
(here I reinsalled gnustep-make per the howto but I don't think this
was necessary as I was already setup to use posix threads)
gnustep-base-1.1.0.tar.gz                         

I *have* invoked:

. /usr/GNUstep/System/Makefiles/GNUstep.sh

and LD_LIBRARY_PATH contains the following directories:

/root/GNUstep/Libraries/ix86/linux-gnu/gnu-gnu-gnu
/root/GNUstep/Library/Libraries/ix86/linux-gnu/gnu-gnu-gnu
/root/GNUstep/Libraries/ix86/linux-gnu/
/usr/GNUstep/Local/Libraries/ix86/linux-gnu/gnu-gnu-gnu
/usr/GNUstep/Local/Library/Libraries/ix86/linux-gnu/gnu-gnu-gnu
/usr/GNUstep/Local/Libraries/ix86/linux-gnu
/usr/GNUstep/System/Libraries/ix86/linux-gnu/gnu-gnu-gnu
/usr/GNUstep/System/Library/Libraries/ix86/linux-gnu/gnu-gnu-gnu
/usr/GNUstep/System/Libraries/ix86/linux-gnu

libgnustep-base.so.1 is located here:

/usr/GNUstep/System/Libraries/ix86/linux-gnu/gnu-gnu-gnu/

which is in LD_LIBRARY_PATH

I've also tried adding the above path to ld.so.conf and running
ldconfig but that made no difference.

Does anyone have any suggestions?  Thanks.
