Another preflight.sh script

While playing around I just created another preflight.sh script, which
might be of use for someone else.
It's plain and simple and just checks to see if everything mentioned in
the GNUstep Build Guide is present.
I omitted guile, since that is not a need to be, and still haven't
figured out how to cleanly test for the version of ffcall. But then
again, it is a quick one, so have fun...
