Dear manager,
thanks to all that responded to my question.
One suggestion was to start apache with a wrapper script that sources in
GNUstep.sh first. However, Chris B. Vetter also suggested to set the
environment variables printed by /var/apache/cgi-bin/printenv with
SetEnv in /atc/apache/httpd.conf. This worked for me and seems to be the
most elegant solution.

SetEnv LD_LIBRARY_PATH
"/opt/GNUstep/Local/Libraries/sparc/solaris2.8/..."
...
