GNUstep is interesting to commercial Mac OS X developers as a way to deploy their applications on other platforms.

GNUstep will be particularly interesting to commercial Mac OS X developers if it gains real commercial-quality Windows support.

However, GNUstep will cease to be interesting if it doesn't provide a "normal" Windows user experience on Windows, because then you won't be able to actually build or sell commercial software with it. Windows users are much more tolerant of bad interfaces than Macintosh users, but they still like software that seems at least somewhat integrated with their environment.

I think an SWT-like approach using native Windows controls wherever possible would be the best idea, and probably be the most future-proof as well.

Participants in the GNUstep project doesn't have to consider any of the above if they don't want to; people are donating their time and should work on what's interesting to them. But they should also be aware of market realities: Mac OS X developers will not flock to GNUstep to port their products to Windows if users won't be comfortable with the end result.
