I do not try Windows Version of current gcc, but when I use this on
Windows (2004, May),
I do not encountered this problem. Maybe I was using msvcrt instead of
mingw runtime?
I'm not sure but this might be a source of your problem...

The windows installer doesn't contain the gui module. You'll have to
build that one manually before you can program gui code.
Is there any hope of ever getting this fixed? I am pretty sure you
guys aren't using the -GUI but someone else offered to do this, AFAIR.
