Yes, downgrading to libtiff 3.7.0 brings back the correct behaviour. 
Fortunately this is easy with gentoo :-)

I keep monitoring http://bugs.gentoo.org/show_bug.cgi?id=75316 to see when the 
bug will be fixed.
