I don't know if anyone has tried static linking on win32 ... but I believe it is somewhat problematic even on gnu/linux. I would have thought that the simplest approach might be to have the installer for your application quietly check to see if gnustep is installed, and install gnustep itsself if necessary ... your end users would never need to know about the gnustep installation.
