No, true frameworks function only under Darwin.

I see. What is the advantage of frameworks?

I would say it is an efficient and elegant way to deal
with multiple versions of a shared library, and to
integrate specific resources all in a bundle.

Ex :

framework X -> version A/
            -> version B/
            -> Resources/
