From what I can gather from this:

it is still at the bottom of the screen. However, the tabbed shelf will only 
popup if you hit the bottom of the screen and will auto hide when you leave 
it. It seems to be more convenient then the handle in your current design.

Also, the tabbed shelf in OpenStep 4 seems to have more functions.
