Creating one. This might not what you want.
You need to use:
libFaxServiceFoundation_LIBRARIES_DEPEND_UPON += -lobjc -lgnustep-base
The dllwrap.exe is a different problem. Look at
base/Source/Makefile.postamble for an example of creating a .def file
(near the end). Something like this needs to go in gnustep-make, but
I've never gotten around to it.
