1. it's not generated by the various make (install) and I followed
these directions:

2. it's essential to run any graphical application! not that I used
GNUstep to draw (I'm using .NET), but I do use NSColor & such...
It should not be. Systems.clr, for instance, is created by GNUstep if
it does not exist (along with all the needed directories, i.e.
GNUstep\Library).
I do not know why it does not work on your system
