I have been using subversion for some time now also. There are some
quirks which can be really annoying, my favorite being:

http://subversion.tigris.org/issues/show_bug.cgi?id=1974

But in all, I think a migration to svn could be good. Note that this
will drastically increase the disk space needed for checkouts. But
being able to 'svn diff' and 'svn add' files without repository access
is very nice indeed.

I would be reluctant to migrate the hosting though. Especially if no
one has informed savannah hackers that we are considering the issue
after we have established that it would be worth while the effort of
migrating. Note there is also the question of the nightly tarballs,
potentially migrating the bug-tracking system...

Maybe instead someone could offer to help savannah in hosting svn
repositories.

That's a rather large pipe dream. AFAIR they've stated that they will be using arch 'some time in the future' (they never give dates), and furthermore have voiced their ideological opposition to subversion.
