According to the NeXT documentation (3.3) I have the following apps are 
default (and thus I assume part of System):
Configuration
Edit
NeXTmail
Preview
FaxReader
Preferences
Terminal
PrintManager
Digital Librarian
Digital Webster
Digital Quotations
Grab

and of course Workspace.
