I think you need to use array like this:
defaults write NSGlobalDomain NSLanguages "(MyLanguage)"
And be sure your applications has French.lproj.
Or use "(French, English)" so that it will fall back to English if
there is no French localization.
GNUstep does not use gettext as far as I understand.
