Configuring/building gnustep-base in a separate directory is not really
supported yet.
The whole building in separate directories needs reviewing.
I suggest you file a bug in the bug tracker. ;-)

When I configure in gnustep-base-build the GNUmakefile is not created,
when I do it in the gnustep-base-1.15.2 directory self it works.
