If you really want to cross-compile, you'd have to start with
building a cross-compiler toolchain (gcc and friends). If you have
this and simple executables work, use it to compile GNUstep, pretty
much the same as compiling GNUstep natively. Nothing unmanageable,
but loads of work and lots of fun with keeping different toolchains
and library/framework sets apart.
