I have question about downloading gnu for window xp

I went to this web page to get the file for gnp

ftp://ftp.gnu.org/

But, when I try to download, the message below poped up.

 

The instruction at "0x0441c88c", The memory could not be "written",

Click on Ok to terminate the program

Click on CANCEL to debug the program"

 

How can I install the program?

Do I need to change the OS from Windows to Linux?
