It works for me, but I'm using a more recent version of gnustep-make.

I would suggest trying with gnustep-make 2.4.0 (the last stable release).
If it doesn't work with gnustep-make 2.4.0, please submit a bug report
including the GNUmakefile that you are using. ;-)
