I looked at the code and I am rather sure that this never worked :-)

So, yes, this is a bug and we should even adjust windows with size 
constrains, perhaps size constrains should always only work on the 
contents size? But here there is no difference to previous release and 
so we have to live with the current limited implementation until after 
the next release.
