If you use the standard windows installed stuff, there is no need to source the GNUstep.sh script, it is done for you (Notice the "Setting up GNUstep Environment...") message when you open the shell.
Try just to open your shell and type "ProjectCenter" and if that doesn't work, "openapp ProjectCenter".
RiccardoPS: even if you don't need it on windows. If you need to source "GNUstep.sh" in a bourne style shell, you precede a ".". If you need to do the same thing with a "csh" style shell, you prepend "source". Mingw comes with "bash" so the former is correct.
