I really do not know for certain, but I do know that there are WindowMaker files on my system in several places, eg:
/etc/GNUstep/Defaults/WindowMaker
/etc/X11/WindowMaker
/usr/bin/WindowMaker
/usr/lib/WindowMaker
/usr/share/WindowMaker
so I presume my system is using WindowMaker. The distribution is Ubuntu 12.04 if that makes any difference.

That may be what is happening.
