ProjectManager is not mantained. Try ProjectCenter, i recommend you use the SVN 
version, with many improvements:

svn co http://svn.gna.org/svn/gnustep/apps/projectcenter/trunk/ projectcenter

You can set the Gemas editor (http://home.gna.org/gnustep-nonfsf/gemas.html) as 
the internal editor for ProjectCenter. This provides auto-complete and many 
other features.

I still want add some other features to ProjectCenter and maybe we can make a 
release.
