If we look at:

and the commit by 'netcrep'

it has Scott Christley in the ChangeLog
it looks like the scottc account started committing to that directory
a year later, so maybe he just switched usernames?

i haven't managed to track down commits by the 'netc' user

from the other things (particularly uid...) it is difficult to say
without the context of the stuff they committed, and potentially cross
referencing that with list postings.
