The gnustep-make documentation tells you how you can use GS_WITH_ARC to control
the use of ARC, globally for all your code, or on a per-project basis, with
each more granular use taking precedence over a more generic use.
So it's not clear what you think isn't possible. Please look at the
gnustep-make documentation for details of how that interacts with other
settings and for examples of how the behaviour for individual files can be
overridden.
