I believe it is. That is, posting is restricted to members-only,
as an anti-spam measure. However, *what* members post, is unrestricted,
as far as I know.
I think the recent pile of messages is a result of someone
fixing a problem with the list program, where it was queueing messages,
but not sending them. Not, as it may appear, a human moderator
processing a backlog.
