This patch is tweaking the request in Project
class -> getProjectsAuthorizedForUser(). The actual request
when you want to see any tab except the first in project section
take more than 10s with around 500 projects (1 internal (default)
contact for them.
This patch simply change the order of SQL request, in first
checking if (p.row = ec.element_id). Sorry, the source file is
totally reindented so the patch is heavy, but reviewing it w/o
displaying tabs & spaces changes will point the usefull
change.
