Value must be 1 to constant MAIN_MAIL_DEBUG.
Try also to enable module syslog.
Then send a mail using the setup- email menu.
Then scan your dir, you should get a file dolibarr_mail.log

Can you add constant MAIN_MAIL_DEBUG in old version (3.1) and
send a mail and save dolibarr_mail.log file
Then start again with last dev sources into github, add same
constant and send a mail. get dolibarr_mail.log file and make a
compare of two files.
