You can edit the line into file project.lib.php 

$s.=$form->select_duration($lines[$i]->id,'',$disabledtask);

into

$s.=$form->select_duration($lines[$i]->id,'',$disabledtask,'text');

input text for hour should be a free area and no more a combo list.

Yes, but 24 hours : 00 don not exist !
could we not indicate somewhere that working day is 7am or 8am or other
