I'd argue that you support the use of smart cards (which as a sidenote
Freport can be scaled and other proposed systems cannot). Why do you not
*require* smart cards? Because though a smart card is fine for a
business use, it may not fit all consumer uses. Smart cards should be
possible, not mandatory.
