This is a very interesting idea. I like it, and yes, in principle it also makes sense.

Someone suggested to me recently that a very good killer application for
DotGNU would be to implement a true micro-payment structure completely in
Free Software.  The idea would be to replace PayPal-like systems with a
Free Software system and integrate with Ogg/Vorbis players and Free e-book
readers to send payments back to authors and musicians.

I am not proposing that I am going to write this service, but I think it's
worth considering making supporting such a service a high priority.
