Could you please point out which section of the LGPL
contains this so-called loophole?

My understanding of the LGPL has always been that changes
to the implementation of the library must be redistributed,
and it must be possible to re-link an application using the
library with a new version of that library (usually solved
using dynamic link facilities, which CLI has).

GPL+linking exception only requires the first, which makes
it a weaker license than LGPL in some respects.
