Peter,
My personal conclusion is that this is the container object that is
part of the Web Container combo. The issues of threading, security and
garbage collection are best contained in such a structure. The web
server has to make simple calls to this IL code, and solving that
problem will solve the problems that any old perl or ruby script will
have by invoking methods. 

I may be wrong, but that is the opinion that I have formed.
