At this point, I think it best to just declare the issue resolved.  I didn't 
consider it that big of a deal. I followed the "Basic Interoperability Rule":

    If there is some doubt as to how something should be implemented,
    then make it do whatever MS/Rotor does.

I suggest that in the future we use the above rule to arbitrate these kinds of 
issues.
