[DotGNU]Improvements to Portable.NET C compiler

Hi all,

It's been a long time coming, but I finally got motivated this week to finish 
off some outstanding issues in the C compiler.  The two big problems were 
global variables and array initializers.  These have now been implemented, 
together with a whole raft of smaller bug fixes.

The C compiler is now in, what I hope is, pretty good shape.  Please bang on 
it (hard!) and test it out.  Let Savannah know if there are any major 
problems.  Hopefully we can finally put the C compiler to bed and get 
cracking on pnetC.
