Are these the same IT people that throw out design to shorten the development cycle? Are these the same IT people who throw out code reviews because they don't create code and the appearance of progress? And lets not get into QA.

I guess I'd like to believe people are smarter. Unfortunately if someone comes up with something that appears to impact the bottom line, they'll often take that approach over keeping with standards. I so wish companies would take a longer visions when it comes to software.
