According to its preamble, the intent of the GNU GPL is to
"guarantee" the "freedom to share and change free software".

I don't see how this freedom can possibly have been endangered
by anyone who distributes a cygwin1.dll that has been build
from the -widely available- released sources.  But anyway, we
like the GPL, and we're happy to uphold it in every respect.

Well I'd say that it was a bit unfortunate that you bugged the
wrong person about this... I'm the one who operates the server
where the binary package is made available to the general public,
and hence I think I'm the person to bug about any problems with
missing source code tarballs.

Full source code (not only of cygwin, but -according to my
best knowledge- also of everything else that is needed to build
that installer package) is available from that server too.
