Do you have ssh installed as well?  Or perhaps Tortoise does not understand 
ssh logins using the "ext" protocol.  You could try WinCVS or the 
command-line version of CVS instead.

If you still have problems, then complain to the Savannah admins.  They set it 
up this way, not us.
