Summary:  Fix order of controls docked to same border

Original Submission:  This is a partial fix for bug #9836.

It fixes the order of controls docked to the same border.

What isn't yet fixed:
  The first Control added (to another control) should
  be visible at the top of all other children.
  Currently the last added child is visible on top.
