Summary:  HttpWebResponse chunked encoding little bugfix for V1.59

Original Submission:  I had the same bug in my patch, the changes made by 
t3min4t0r made the bug more visible: chunkSize should be decreased by the 
number of bytes actually read, not by the maximum number of bytes to read.
