Summary: XmlTextReader no longer supports file input
Original Submission: The changes made to XmlTextReader (Version 1.59) break
its ability to read file urls; neighter
XmlTextReader x = new XmlTextReader("hello.xml");
nor
XmlTextReader x = new XmlTextReader("file:hello.xml");
work anymore. This is caused by current limitations in System.Net.WebRequest,
which only supports Http and Https.
Could be solved by eighter improving WebRequest or applying a workaround closer
to my patch 3511 (i.e. explicitely checking the url prefix for "http:" or
"https.")
