Summary:  Implements basic TrackBar

Original Submission:  Implements basic TrackBar functionality.  Able to set/get 
values, value changed events are thrown.  Small/Large change core is there but 
not fully implemented.  Flickers when updating so probably needs TLC from 
someone with more graphics knowledge.
