  fix commands and icons in tool menu

Bug description:
  Tools menu should call
  Smalltalk tools browser 
  instead of directly refer to the Browser (PackagTreeNautilus)

  Some icon references 
  Browser ...icon-name

  doesn't work anymore.
  Use #smallSystemBrowser asIcon.
