It looks like those instructions are for getting the installer
onto a USB drive.
For that I just used Rufus in Windows 10,
and it worked fine.
I used initramfs so that the kernel could mount the root filesystem.
This Wikipedia article speaks about initrd and also initramfs:

So I used that in the course of the install.
