[Dragora-users] Preliminary new website: added in git repo

Hello,

I've committed the incoming new website for Dragora on the git repo, it
contains all the essential information about from where you can
download it, mirror list, news section, how to help, how to get
involved, etc.  The link for the documentation is still pending (I need
to work on the manual and include all the possible manuals, like the
one for qi, package manager).

Suggestions are welcome!
