I wonder if it is possible to add rate limiting for the protocols that support
it (scp can do it with -l XXkilobit for one)?
scp eating up all outbound bandwidth is somewhat detrimental to people's
internet experience ;) (especially as many people have ssh on a relatively
high QoS level to get good performance in interactive settings)
